About The Customer
The São Paulo State Transport Agency (ARTESP) is the regulatory body that oversees public transportation services for the Brazilian state of São Paulo. The agency works with around 20 private contractors who provide services for 30 state highways, covering over 6,400 kilometers of road and serving 20 million people in 271 cities. ARTESP's primary functions include ensuring smooth traffic flow, safeguarding motorists from hazards, and ensuring fast assistance from contracted partners at all times. While the private contractors are responsible for day-to-day road maintenance, toll collection, and responding to traffic accidents, ARTESP manages the contracts and oversees the overall quality of the road network.
The Challenge
ARTESP, the São Paulo State Transport Agency, was facing challenges in managing its vast road network, which spans over 6,400 kilometers and serves more than 20 million people across 271 cities. The agency was struggling with a lack of clear visibility into traffic and road conditions, which made it difficult to prioritize highway maintenance and management activities. This lack of clarity could potentially cause delays to inspection activities. Furthermore, the inconsistency in data reports and responses to problems by the private contractors responsible for day-to-day road maintenance, toll collection, and responding to traffic accidents, hindered ARTESP’s capacity to manage the contracts proactively and risked jeopardizing road quality. The manual effort of identifying road hazards through physical inspections and correlating service issues with accidents was increasingly time-consuming and prone to human error.
The Solution
To address these challenges, ARTESP collaborated with IBM and its Premier Business Partner, Magna Sistemas Consultoria S/A, to implement the IBM Intelligent Operations Center and IBM Maximo Asset Management solutions. These solutions helped build an information control center that provided the agency and its contractors with a customizable dashboard for real-time visibility of road and traffic conditions across the state. The dashboard received sensor-derived data, providing comprehensive, real-time views of the roads, along with detailed information about current weather and traffic conditions. Accidents were reported instantly, and ARTESP could check if the contractors contacted the appropriate emergency services. The IBM Analytics solution also pulled in live information from weather stations, roadside emergency telephones, and toll plazas, providing a detailed view of current road conditions and the impact on traffic flows and safety. The solution intelligently interpreted the data and highlighted the events and conditions that decision-makers needed to focus on.
Operational Impact
  • The implementation of IBM's solutions has significantly improved ARTESP's ability to manage its road network. The agency can now harness analytical insight to improve the overall safety and reliability of the roads in the state of São Paulo. The solution enables ARTESP and its contractors to correlate road damage with accidents, gaining a better understanding of where to invest maintenance time and effort to produce the greatest impact on road safety. With standardized information from numerous state-wide sources available to analysts in near-real time, ARTESP can better identify traffic issues and collaborate with contractors on new road operations, enhancing traffic flow and safety for motorists. The agency can also prepare contingency plans for peak times, such as holidays and festive seasons, which raise the likelihood of accidents. This planning helps to save lives. Furthermore, the solution has improved the quality of information available to ARTESP and its partners, providing a better basis for decision-making and allowing ARTESP to prioritize and plan road maintenance and safety initiatives more intelligently.
